Enter the Owlwoman. She likes to eat children, and frequently carries them around on her back, presumably so she’ll have a snack during those long road trips. In this instance, she’s found a young chipmunk in a tree, and tries (rather poorly) to convince said chipmunk to come down. You’d think a woman that’s half owl could just fly up there.

Don’t think of her as a woman that’s half owl. Think of her as an owl that’s half woman. A lot less likely to be able to fly.
I like the Nite Owl interpretation
She’s been hanging around Coyote too long, and now thinks that in order to get her food, she has to trick somebody.
Or she’s lazy and wants her food to come to her.
Or she’s going on a trip and wants the kid intact — at first.
Or the foliage is just too dense for her to get at the chipmunk.
Maybe, but logic rarely has a place in these sorts of stories.
